STRUCTURAL ENGINEERING

The Windward Islands are located in a hurricane- and earthquake prone area. Our staff has acquired an in-depth knowledge of design, engineering and construction requirements in such areas. ICE has in depth knowledge of Eurocode standards with French and Dutch national annexes as well as vast experience in USA building codes as IBC, ASCE and UBC building codes.

CIVIL ENGINEERING
Civil engineering is the foundation of the world. Taking a road trip? The roads, bridges and highways were designed by an engineering firm. Work in an office building? Civil engineering was required to stakeout the structure, create a utilities plan, and environmentally test the soil prior to construction. Rely on fresh drinking water from a faucet? Civil engineering even contributed to that water making it to the sink. Infrastructure projects from airport runways to skyscraper developments to that water coming from the faucet requires civil engineering.
We are able to provide survey, construction testing & inspection, geotechnical, environmental, construction quality management, and architecture services in-house. All these disciplines are extensions of civil engineering, the design and construction for public works projects such as roads, bridges, and the structural engineering of buildings.
Great design requires an understanding of all of the elements to make a project successful. Components for a successful design include area knowledge, survey, soils, stormwater needs and understanding of the latest regulations. It also requires careful attention during the planning and design phase. Our goal is to prevent delays and ensure the project will be completed on-time and on-budget.
The completed infrastructure for the Belvedere Housing Project (700 houses, construction cost approx. US$ 6.5 million) is the largest subdivision plan ever to be completed in the Netherlands Antilles. The subdivision plan also includes complete infrastructural provisions.

GEOTECHNICAL ENGINEERING
Our extensive experience in investigations of sites with complex subsoil conditions makes ICE a competent partner for geological investigation and assessment of the subsoil in all construction projects.
The increasing building activity with increasingly difficult subsoil conditions or spatially confined spaces in developed areas requires – besides the ground and rock mechanic assessment and conception – also the planning and execution of comprehensive measures to preserve evidence.
For site investigations we use a variety of standardized methods, techniques, and tools. Our offer ranges from geotechnical mapping to the planning and support of site investigation (e.g. drilling, probing, CPT-u, Dynamic CPT, SPT, Core sampling, Pressure meter tests and geophysical surveys) to geological and hydrogeological assessment and geological modeling.
ENVIRONMENTAL ENGINEERING
ICE has in cooperation with among others Royal Haskoning DHV consultants, completed numerous studies, feasibility analysis and engineering projects for: Solid waste treatment on Sint Maarten/Saint Martin, Reorganization of the sanitary landfill, Environmental study of the Simpson Bay Lagoon (Sint Maarten/Saint Martin), Project management and detail engineering of sewage treatment plant on the A.T. Illidge road, design of sewage and treatment for colebay, etc.
REAL ESTATE APPRAISALS
ICE has acquired expertise on real estate appraising and produced a compilation of feasibility studies since 1982. Appraisals have been made for thousands of properties on Sint Maarten, Saba and Sint Eustatius, residential as well as commercial.
ICE has been appointed by several island and central government agencies as appraisal expert. ICE is appointed by the legal courts as expert on a regular basis, this is done as appraiser as well as technical expert.
Past Large appraisals include: Sint Maarten Government Building, Warehouses in Colebay, New Hospital of Sint Maarten, Aqua Marina development in Maho and many more.
Next to appraisals ICE also executes Technical reports for buildings. This is very popular with individuals and businesses that intend to buy a new property and want to know from before if there are any “hidden” issues.
PROJECT MANAGEMENT
Modern project management involves effective preparation, planning, analysis of risk aspects and risk management, procurement, execution, project control, contract management , completion, and commissioning. Effective project management ensures a comprehensive overview at all stages of preparation and execution and makes it more likely that individual project components and the project as whole remains within the defined scheduling and cost frame. ICE undertakes project management of a variety of projects, anything from simple development projects up to complicated construction projects.
Great importance is placed on analyzing risk factors in projects and maintaining preventive supervision where our experts review budget and time schedules, designs, specifications, bids, project contracts, work arrangements, etc. before work commences.

BIM MODELING
With an in-house team of BIM engineers and drafters exclusively handling BIM modeling projects, we can be the one stop solution for your Architectural, Structural, Precast and Rebar BIM modeling & Detailing requirements.
Over the past decade, we have completed structural BIM modeling projects of varying complexities for projects ranging from residential to commercial & industrial structures.

MATERIAL TESTING
ICE has its own in-house material testing facility on Sint Maarten. We can execute most “normal” testing on concrete, aggregates, cement and soil samples. Our laboratory works in accordance with Dutch, American and French standards. Testing services are provided on site for projects on Sint Maarten, Saint Martin, Anguilla, Saba, Sint Eustatius, and Saint. Barthelemy.
